Controversial Plans for England's Largest Wind Farm Lodged as Region Faces Widespread Road Closures

Greater Manchester & Lancashire – Residents across the Pennine border are bracing for a major planning battle as formal proposals for what could become England's largest onshore wind farm have been submitted, just as a raft of disruptive road closures were announced for the area.


The ambitious renewable energy scheme, named Scout Moor II, would see 17 new, large-scale wind turbines erected on the iconic moorland separating Rochdale in Greater Manchester and Rossendale in Lancashire. The plans, which were officially tabled with both councils this week, would create a massive expansion to the existing 26-turbine Scout Moor wind farm.

If approved, developers claim the combined site would be the largest in England in terms of electricity generation, providing a significant boost to the UK's renewable energy capacity.

The proposal, first revealed last year, has now entered the formal planning process, setting the stage for fierce opposition from local campaign groups and residents who argue the dramatic landscape of the South Pennine Moors is already saturated.

The existing Scout Moor wind farm has been a prominent feature on the skyline since its completion in 2008. While supporters champion its contribution to green energy, opponents have long criticised its visual impact on the cherished upland environment.

The developers, however, are highlighting the project's critical role in tackling the climate crisis and enhancing the UK's energy security.

The timing of the application has added to local frustrations, as it coincides with the announcement of a plethora of road closures across the adjoining districts for infrastructure works and maintenance over the coming weeks. The combined news has left many residents feeling beleaguered.

The plans will now, likely be subject to a period of public consultation before being debated by planning committees at both Rochdale and Rossendale councils. With strong opinions on both sides, the future of the moors is set to be one of the most contentious regional issues of the year.
