Man Charged With Multiple Counts of Fraud After Series of Rogue Trader Offences

Rochdale, Greater Manchester — A man has been remanded in custody following a series of alleged rogue trader offences targeting residents in Rochdale.

Thomas Hallisey, 48, of no fixed abode, appeared at Manchester and Salford Magistrates’ Court on 12th March 2026. He was charged with seven counts of fraud by false representation and one count of theft in a dwelling.

The charges relate to a string of incidents that occurred between January and March 2026. According to authorities, the offences involved a pattern of deceptive practices commonly associated with rogue trading.

Hallisey was initially remanded in custody following his arrest and was further remanded by the court on 12th March pending his next scheduled court appearance.


Police Issue Warning to Residents

Greater Manchester Police have issued a public advisory urging vigilance following the charges. Investigators noted that the alleged offences involved individuals claiming to have completed services, or stating they would carry out work, while requesting payment.



Authorities are urging residents to take the following precautions:

Verify Identity: Always ask for identification before allowing anyone into your home.
Conduct Checks: Perform independent checks on any tradesperson or company before agreeing to work or handing over money.
Keep Doors Closed: While verifying credentials, keep your door closed and secure.
Be Wary of Upfront Payments: Be cautious of anyone demanding money for work that has not yet been completed.
